I'm running Office 2016, but on OS X 10.10.5 where I do not see any such behavior in either of the Office programs. Hasn't affected me personally, but I am aware that many users prefer an idiosyncratic folder structure. That's where I've always saved my files, so this change It may be because Apple designed the user Documents folder to hold user documents. For reasons good or bad, Microsoft has switched the effective working folder for all Office files to your user folder.
